Things have not been going well for the highly decorated ex-Army Ranger Johnny Price (Don "The Dragon" Wilson). Framed for a crime he didn't commit and thrown out of the corps, Johnny is suddenly the one man to stop a group of terrorists (led by Roddy Piper) who have taken over Hoover Dam. The fate of a national monument and people living nearby rest squarely on the shoulders of a forgotten hero.
